I wonder if it is possible that a slightly different article and this accompanying headline were written in joyful hope before the date (presumably July 7, ) of the promulgation of the motu proprio was established? and that the body of the article had to be amended, "As of press time, the document had not been released...," and they accidentally left the headline intact
